The Tier II Chemical Reporting Program is the state repository for chemical inventory reports, required under both the EPCRA and the Texas Community Right-to-Know Acts (TCRAs, Health & Safety Code, Chapters 505, 506 & 507). These laws are commonly known as Community Right-to-Know laws. The Texas Commission on Environmental Quality (TCEQ) serves as the administrator for the Tier II repository.
Tier II Chemical Reports give information about a regulated facility, chemicals, identification numbers, quantities, storage, health consequences, emergency contacts, along with other data. This information is used by emergency response personnel (fire, police, and Emergency Medical Services) in responding to accidents and other community emergencies and by LEPCs, who use this information for developing community emergency response plans.
tIER II REPORTING
Tier II reporting data is submitted to the TCEQ online Reporting system (STEERS) by March 1st of each year.

The Midland County LEPC has access to the Annual Tier II information. Therefore, submission to TCEQ fulfills the reporting requirement to the LEPC.
