Library Policies
Rules of Conduct
- Engaging in any activity prohibited by law is not allowed.
- Leaving children unattended is prohibited.
- Leaving personal belongings unattended is not allowed.
- Shoes and shirts must be worn at all times while in the library building.
- Food and drink are not allowed in the computer lab areas. Food is permitted in other areas of the library. Drinks are allowed provided they are in a container with a lid.
- Tobacco use and/or vaping is permitted outside in designated areas only.
- Petitioning, soliciting or distributing/selling merchandise is prohibited.
- Animals, other than service dogs, are prohibited.
- Disruptive and/or aggressive behavior that interferes with another person’s use of the library or with library personnel’s performance of their duties is prohibited.
- Abusive language is prohibited.
- Engaging in sexual conduct or lewd behavior is prohibited.
- Behavior that may result in injury or harm to another person is prohibited.
- Stealing or damaging any library materials or property is prohibited.
- Unnecessary noise from electronic devices including cell phones, and/or speaking at a volume that disturbs other patrons or staff is prohibited.
- Staring at, photographing, or following a patron or staff member in a manner that reasonably can be expected to disturb him or her is prohibited.
- Personal hygiene conditions such as body odor that interferes with the use and enjoyment of the library by other patrons or with the functioning of library staff are prohibited.
- Monopolizing library space or obstructing walkways with personal belongings is prohibited.
- Wheeled transports such as bicycles and shopping carts are not allowed inside the library. Skateboards, collapsible scooters, and skates (all types) must be carried while on library premises.
- Sleeping is prohibited in the library building.
- Bathing and washing clothing is prohibited in the library.

- Participar en cualquier actividad prohibida por la ley no está permitido.
- Dejar niños desatendidos esta prohibido.
- Dejar artículos personales desatendidos no esta permitido.
- Zapatos y camisas deben usarse en todo momento dentro de la biblioteca.
- Comida y bebidas no están permitidas en el área de las computadoras. Comida está permitida en otras áreas de la biblioteca. Bebidas están permitidas mientras estén dentro de un contenedor con tapadera.
- El uso de tabaco y/o fumar/vaping está permitido afuera de la biblioteca en áreas designadas solamente.
- Peticionar, solicitar, distribuir o vender mercancía está prohibido.
- Animales que no sean animales de servicio están prohibidos.
- Conducta disruptiva y/o agresiva que interfiera el uso de la biblioteca a otros usuarios o con el trabajo del personal bibliotecario está prohibida.
- Lenguaje abusivo está prohibido.
- Comportarse en forma perversa o sexual está prohibido.
- Conducta que pueda resultar en heridas o daño hacia otra persona está prohibida.
- Robar o dañar cualquier material o propiedad de la biblioteca está prohibido.
- Ruido innecesario de dispositivos electrónicos incluyendo teléfonos celulares y/o hablado en tono muy alto que interfiera con el uso de la biblioteca de otros usuarios o con el personal de la biblioteca, esta prohibido.
- Mirar excesivamente, fotografiar o seguir a otro usuario o personal bibliotecario, en una forma que sea ofensivo para ellos, está prohibido.
- Condiciones de higiene personal, tal como olor corporal que interfiera disfrutar y usar los servicios de la biblioteca y/o interfiera con el trabajo del personal de la biblioteca, esta prohibido.
- Monopolizar el espacio en la biblioteca o bloquear los pasillos con sus pertenencias está prohibido.
- Bicicletas y carritos de supermercado dentro de la biblioteca están prohibidos. Patines de cualquier clase y patinetas plegables, deben de cargarse en la mano en todo momento dentro del la biblioteca.
- Dormir en la biblioteca está prohibido.
- Bañarse o lavar ropa en la biblioteca está prohibido.
Parents/caregivers are responsible for their child’s safety and behavior while on library premises whether the parent/caregiver is present or not. Library employees cannot function as caregivers or babysitters. The library is not equipped—and it is not the library’s role—to provide long-or short-term childcare. The library assumes neither responsibility nor liability for the actions, care, supervision, or safety of minors.
For the safety and comfort of children, a responsible adult must accompany children under age ten (10) when they are using the library premises. This responsible individual must supervise, guide, and control the behavior of his/her charge/charges at all times.
Children and teens ages 10-17 may use the library on their own provided they comply with the Rules of Conduct for Midland County Public Libraries. However, they are still legally the responsibility of their parents and should have emergency contact information available.
When a minor is unattended or under-attended/ignored, he/she may be asked to leave the library if:
- the behavior of the child is disruptive or inappropriate (or)
- the child appears to be a danger to herself or himself or others (or)
- the child appears to be threatened by others (or)
- the child appears to threaten, bully or intimidate others (or)
- the child appears to be ill or upset (or)
If a minor child is not able to leave the library without an adult, he/she should not be in the library without an adult. All children should have the telephone number of someone who can assist them in an emergency.
Library staff will attempt to contact the parent or guardian of the child immediately. In the event that the parent or guardian cannot be located within a reasonable period of time, staff may contact law enforcement.
Photos & Videos in the Library
Programs and events sponsored by Midland County Public Libraries may be photographed or video-recorded for educational or promotional purposes. Images from these events may appear in print and/or posted on our website or social media. No royalty, fee, or other compensation shall become payable to persons in the photographs or recordings.
It is your responsibility to stay out of the camera’s range if you prefer not to be recorded or photographed or request that the photographer exclude you from pictures or video.
Attendance at an MCPL-sponsored event or program constitutes the consent of all attendees, and the consent of the parents or legal guardians of any minor children in attendance, to the future broadcast, publication or other use of photographs or videos at the discretion of Midland County Public Libraries, or participating media.
